Land of Promise Solar is a 5 megawatt community solar project in development in the City of Chesapeake, Virginia. A collaboration between Apex Clean Energy and ESA, the project will provide low-cost solar energy to approximately 1,000 low- to moderate-income households as part of Dominion Energy’s Shared Solar Program. The facility will occupy 38 acres of a 134-acre agricultural parcel and is designed to preserve and enhance native vegetation to minimize viewshed. Power will connect through an existing three-phase line to the Hickory Substation, with fixed-tilt panels and central inverters supporting a quiet, low-profile system. Once operational, Land of Promise Solar will deliver $215,000 in local tax revenue over its lifetime, avoid approximately 1,400 metric tons of CO₂ emissions annually, and generate an estimated $5 million in lifetime energy savings for subscribers. The project also includes a community grant program to support local nonprofits aligned with environmental and social impact goals.
